Site Assessment Procedure 21E

M.G.L. c. 21E Massachusetts Oil and Hazardous Material Release Prevention Act is the statute encompassing issues related to the identification and cleanup of property contaminated by releases of oil and/or hazardous material.

The “21E” environmental assessment provides the requestor with a review of Northborough-specific Fire Department permit and license records, a review of our database, as well as major incident history such as spills, leaks, and environmental problems during the previous five years.  Unless otherwise specified, only the parcel in question and the direct abutters will be researched.  Should you require information extending beyond the direct abutters, another assessment may be requested.

The fee for a 21E assessment is $200 and can be paid via cash or check made payable to the Town of Northborough. All requests are processed following receipt of payment and completed within ten (10) business days.

  1. Complete the online 21E request by clicking here.
  2. Identify the parcel(s) of interest and list the abutting properties.
  3. Provide acceptable form of payment to the Town of Northborough as outlined above.
